Transforming healthcare delivery across the largest health jurisdiction in the world
Australia, September 2025 – Altera Digital Health is proud to announce the successful statewide implementation of Altera Opal, a dedicated healthcare Document Management Solution (DMS), marking a transformative milestone for healthcare delivery across the State’s vast and diverse regions.
The project, known as the Digital Medical Record (DMR) within WA Health, was rolled out to the last project site on 27 August 2025. The DMR project was led by the WA Department of Health and supported by delivery partners Health Support Services and Health Service Providers across the state.
Spanning more than 2.5 million square kilometres – the largest area in the world covered by a single health authority – WA Health serves a population of almost three million through more than 60,000 clinical and non-clinical staff. The sheer geographical scale, from remote Kimberley communities to metropolitan Perth, makes the implementation of a single, connected digital medical record an ambitious and unprecedented undertaking.
The sheer scale of the Opal system’s implementation and its impact on digitising healthcare is remarkable. As of July 2025, 44 million documents have been digitised successfully transitioning to structured, paperless documentation. A staggering 140 million documents have been made available in the DMR. This widespread adoption across WA Health is underscored by the system’s performance, supporting over 13,000 concurrent users during peak periods, which is a clear testament to its value and deep integration into clinical workflows.
“We are honoured to partner with WA Health on one of the most ambitious digital health transformations in the world,” said Todd Heabich, Executive Vice President, APAC, Altera Digital Health. “The scale of Western Australia presents unique challenges, but also an incredible opportunity to deliver equitable, high-quality care to every patient – whether they are in the heart of Perth or thousands of kilometres away in a remote community. The rollout was delivered in stages over the years, following a centrally led but locally tuned approach to ensure the unique needs of each health service and community are addressed. Opal will help empower clinicians with the information they need, when they need it, and help give patients a greater voice in their own healthcare journey.”
Opal is designed to streamline the creation, storage, management and retrieval of clinical documents, enabling paperless workflows that enhance financial, clinical and operational performance. Its intuitive, customisable design enables healthcare teams to capture, distribute and integrate data efficiently, supporting faster diagnoses and improved patient outcomes.
Key benefits of Opal for WA Health include:
- Transition from paper to digital – Captures documents within patient and visit context, interfacing with legacy repositories while retaining the familiar look of a paper folder.
- Single point of access – Delivers a shared, structured view of all patient documentation, with controlled permissions across multiple disciplines.
- Optimised efficiency and space – Reduces physical storage, environmental impact and record-retrieval times.
- Instant archival capabilities – Lowers maintenance costs and accelerates the move to a fully digital environment.
- Anywhere, anytime access – Provides secure, web-based access from desktops, mobile devices and bedside monitors, as well as remote clinician access.
- Improved patient safety and quality of care – Delivers comprehensive patient information for faster, more accurate diagnoses and clinical decision-making.

Australia, 20 August 2025 – CareSync Exchange powered by dbMotion is transforming health information sharing in Victoria. It securely delivers complete, timely, and accurate health information; complements existing systems by enabling the view and trending of discrete patient data; and enables seamless access to disparate patient records through local electronic medical records systems. CareSync Exchange supports connected care journeys for Victorians by ensuring secure sharing of clinical information across Victorian Public Health Services (VPHS).
Improving Healthcare through Effective Information Sharing
CareSync Exchange tackles the challenge of fragmented patient information by integrating health data from multiple systems, giving clinicians access to critical and accurate information for better decision-making. A vital part of Victoria’s Digital Health Roadmap, it enhances continuity of care by ensuring health information is accessible across providers.
Key Features and Benefits of CareSync Exchange
CareSync Exchange will significantly reduce the burden on patients to recall their medical history during interactions with multiple public health service providers. The system enables a patient’s treating clinician to access comprehensive clinical information, including:
- Patient details, such as demographics and emergency contacts.
- Inpatient, Emergency, and Outpatient hospital visits.
- Pathology results that can be compared and trended.
- Clinical documents including pathology reports and hospital discharge summaries.
Streamlined access supports a seamless patient experience, reduces duplicate tests, and fosters an integrated healthcare system to improve safety and outcomes.
Current Practices and the Need for Change
Traditionally, clinicians in the Victorian public health services relied on faxes, phone calls, emails, and even patients or their families to share medical histories—often leading to gaps, inefficiencies, and time taken away from direct patient care. CareSync Exchange helps overcome these challenges by providing real-time, comprehensive patient data, enabling clinicians to make more informed decisions and deliver higher-quality care.
Enhancing Patient and Clinician Experience
Todd Haebich, Executive Vice President of Altera Digital Health, APAC, emphasised the importance of accurate information at the point of care, stating, “Complete and accurate information at the point of care is essential to providing patients with the best possible clinical care. The project delivery teams at Altera and the Department are actively working with health services to implement CareSync Exchange powered by dbMotion across the state, and we are very proud that the first group of participating health services includes Austin Health, Eastern Health, Northern Health, Alfred Health, Monash Health, Peter MacCallum Cancer Centre, The Royal Children’s Hospital, The Royal Melbourne Hospital, and The Royal Women’s Hospital.
CareSync Exchange will improve the way health information is shared across Victoria, improving patient experience and enhancing clinicians’ ability to provide timely and safer care.”

Australia, May 2025 – Altera Digital Health is proud to announce the successful activation of its integrated operating theatre system at Latrobe Regional Health (LRH), one of the hospital members of Gippsland Health Alliance (GHA). GHA has been leveraging Sunrise as its enterprise-wide electronic health record (EHR) platform, utilising Microsoft Azure to enhance interoperability, security, and scalability across its network.
As part of its ongoing digital transformation, GHA has now implemented an anaesthesia information management system (AIMS) platform called Provation® iPro to integrate with Sunrise at LRH. This milestone deployment of Sunrise Surgical Care and Provation iPro AIMS streamlines theatre management and clinical documentation, enabling efficient surgical scheduling and ensuring a seamless patient experience with a single clinical record from pre-admission to discharge.
A Streamlined Approach to Theatre Management
The successful deployment of Sunrise Surgical Care at LRH marks the first implementation of this advanced surgical management solution in Australia. Fully integrated with Sunrise EHR, Sunrise Surgical Care enhances efficiency by enabling real-time tracking of theatre utilisation, optimised scheduling, and improved resource allocation. This implementation reinforces LRH’s commitment to delivering high-quality, patient-centric care by reducing administrative burdens and ensuring timely access to critical surgical data.
Sunrise Surgical Care also plays a key role in supporting a continuous, single patient record from perioperative care to discharge. By providing clinicians with a comprehensive view of each patient’s surgical journey, the system strengthens communication between healthcare providers and enhances patient safety and outcomes.
Additionally, the deployment of the Provation iPro AIMS platform spans 12 operating theatres and 18 Post-Anaesthetic Care Unit (PACU) beds at LRH. Designed by practicing anaesthetists, Provation iPro streamlines electronic anaesthesia documentation throughout the entire perioperative encounter, standardises the collection of quality measures, and even streamlines billing processes.
Provation iPro’s integration with Sunrise Surgical Care creates a seamless user experience, eliminating manual, redundant data entry. With this technology, Pre-Admissions clinics have transitioned from paper to digital records, populating data from Pre-Admission assessments into the day-of-surgery record, streamlining the theatre admission process.
Provation iPro’s autovitals feature wirelessly streams patient vitals from anaesthesia monitor machines directly into the clinical record. With this, alongside a number of other thoughtful features, including picture-documentation, pre-filled procedure templates, and hard-stops, providers can refocus their attention on the patient while simultaneously producing a more complete, compliant, legible anaesthesia record.
Unlike traditional paper systems, these digital records can now be accessed and viewed by multiple clinicians across multiple locations simultaneously, enhancing collaboration and ensuring all relevant information is available in real time.
To keep families informed, LRH has introduced a “Patient Procedure Tracker” board in waiting areas, providing real-time updates on which stage of the theatre journey their loved one is in — whether they are in pre-op, surgery, or recovery. This helps reduce uncertainty and minimises the need for calls to reception.
Advancing Digital Transformation in Healthcare
Latrobe Regional Health’s adoption of this operating theatre system marks a significant step in its digital transformation journey. By leveraging advanced clinical technology, LRH is setting a new standard for theatre efficiency, patient management, and operational effectiveness.
Jon Millar, Chief Operating Officer at LRH, added, “This deployment at LRH showcases our strong partnership with Altera. Leveraging this technology enhances patient experiences and ensures seamless care delivery across our facility. Performing more than 10,000 surgical procedures per year, LRH is utilising this system to enhance efficiency, streamline workflows, and improve patient care. The ability to maintain a single clinical record from pre-admission to discharge is a game-changer for both staff and patients.”
Todd Haebich, EVP, APAC at Altera Digital Health, shared, “The successful activation of Sunrise Surgical Care and Provation iPro at Latrobe Regional Health is a significant milestone for Altera, Provation, and Gippsland Health Alliance. By equipping healthcare facilities with advanced tools, we empower clinicians to enhance patient care while optimising workflows. This deployment highlights our ongoing commitment to supporting digital innovation in healthcare.”
Enhancing Patient Care Through Integration
This launch aligns with the recent $223.5 million expansion of Latrobe Regional Health in Traralgon, which has significantly increased the hospital’s capacity and services. With this multi-stage project now complete, local families can access world-class care closer to home, further strengthening the impact of Sunrise Surgical Care and Provation iPro in delivering high-quality patient outcomes.
For clinicians, these systems reduce the need for manual data entry, produce legible, complete anaesthesia records, minimise duplication of records, and enhance visibility into real-time theatre utilisation. These efficiencies contribute to better resource planning, fewer delays, and improved surgical outcomes.
Commitment to Innovation and Excellence
This deployment reinforces Altera’s commitment to supporting healthcare innovation across the region, ensuring that hospitals and clinicians have the tools they need to deliver exceptional care now and into the future.

Australia, April 2025 – Altera Digital Health is proud to announce the successful statewide activation of the Sunrise™ Electronic Medical Record (EMR) and Patient Administration System (PAS) across all South Australian public hospitals. South Australia Health and Altera Digital Health are delighted that South Australia is the first state in Australia to activate a statewide EMR and PAS across all hospitals and health services in both metropolitan and rural areas. This milestone marks a major advancement in digital healthcare transformation, providing clinicians with a fully integrated, real-time patient record system that enhances efficiency, improves care coordination, and optimises patient outcomes.
The patient electronic medical record used in South Australia is a state-based system called Sunrise EMR & PAS (Sunrise EMR), which integrates electronic medical records (EMR) and patient administration systems (PAS) into a unified platform. This system ensures that clinicians across the state have real-time access to patient data, promoting coordinated, patient-centered care throughout South Australia’s public healthcare network.
The Sunrise EMR platform is now live across almost 100 sites throughout South Australia, ensuring that patients’ medical histories, treatment plans, and clinical data are accessible across the state’s public health system. This initiative represents a significant step toward a connected and efficient healthcare network, enabling providers to deliver safer, more informed, and timely care.
Transforming Healthcare in One of the World’s Largest Healthcare Jurisdictions
South Australia is the fourth-largest state in Australia, covering 983,482 square kilometres—a landmass significantly larger than any European country. To put it in perspective, South Australia is:
- About 10 times the size of the UK
- About 5 times the size of Germany
- 5 times the size of Texas
- Larger than any U.S. state except for Alaska
Despite its vast geographical expanse, South Australia has a low population density of approximately 1.7 people per square kilometer, presenting unique challenges in delivering consistent, high-quality healthcare across remote, rural, and metropolitan areas. The activation of Sunrise EMR ensures that no matter where a patient receives care—whether in the heart of Adelaide or a regional hospital hundreds of kilometers away—their medical information is instantly available to clinicians.
Key Benefits of a Statewide EMR

- Integrated workflows that streamline hospital operations and support better resource management.
- Enhanced communication between care teams, ensuring coordinated treatment and improved patient experiences.
A Milestone in South Australia’s Digital Health Strategy
This statewide activation aligns with South Australia’s long-term digital health strategy, which aims to modernise hospital systems and improve patient outcomes through advanced technology. By implementing Sunrise EMR, SA Health is future-proofing its healthcare infrastructure, ensuring that clinicians have the right information at the right time to deliver high-quality, patient-centric care.
Demonstrating System Utilisation
The Sunrise EMR system is already making a significant impact across South Australia’s public health network:
- 5 million+ people have a Sunrise electronic medical record, ensuring continuity of care across the state.
- Over 18 million inpatient, outpatient, and emergency department (ED) encounters have been recorded in the system.
- More than 4,900 hospital beds across South Australia are managed within Sunrise.
- On average, 9,300+ concurrent users access the system at any given time, supporting real-time clinical decision-making.
- 921,687 patients have attended multiple Sunrise-enabled sites, demonstrating the system’s effectiveness in linking care across different locations.
Commitment to Innovation and Excellence
Altera Digital Health has been a part of South Australia’s digital healthcare journey, supporting the rollout of Sunrise EMR with dedicated implementation, training, and support.
Todd Haebich, EVP, APAC at Altera Digital Health, shared, “The successful activation of Sunrise EMR across all SA public hospitals is a testament to our strong partnership with SA Health. By leveraging the power of a unified, real-time electronic medical record, we are helping to drive meaningful improvements in patient care, operational efficiency, and clinical collaboration throughout the state.”
Looking Ahead
With Sunrise EMR now fully deployed across South Australia’s public hospitals and health services, including in the regions, the focus will shift towards optimising its use and expanding digital health initiatives to further enhance care delivery. SA Health and Altera Digital Health remain committed to leveraging healthcare technology to improve patient outcomes for all South Australians

Altera Digital Health’s Todd Haebich, Executive Vice President, APAC, said that the upgrade to version 22.1 on both platforms was a job well done for the EMR team comprising Altera staff and SAF personnel.
“EMRs for military, by their very nature, are associated with the most stringent security requirements, and so an upgrade of this significance is testimony to the hard work and dedication of the team,” explained Mr. Haebich.
“MINDEF’s EMR helps support the health and readiness of its personnel to serve its nation, and because war zones, disaster areas and other environments where militaries operate are often far from home, the system has been equipped with advance mobility features so that clinicians can access the EMR from remote locations.”
COL (Dr) Mark Tan, SAF Medical Corps’ Operations Manager for PACES 3 expressed his appreciation to the Altera project team and its management for their support in making the upgrade a success.
He said, “SAF Medical Corps recognises and appreciates the ground support rendered by the Altera project team especially during Go-Live which helped to rapidly address any issues that cropped up.”
Sunrise 22.1 delivers an array of new features across its clinical and financial applications. These features enhance workflows, improve system performance, enable compliance with regulatory obligations and improve overall usability.
Altera Opal is a digital health record and is operational in many leading health services in Australia whilst also deployed as a document management solution as part of the Sunrise platform of health in Australia, Singapore, Philippines, Canada, US and the United Kingdom. Altera Opal 22.1 offers an enhanced user experience, up-to-date platform support and enhanced maintainability, as well as performance and security improvements.

7 November 2023 – Altera Digital’s Health’s electronic chemotherapy prescribing solution has gone live at the Lyell McEwin Hospital in Adelaide as well as the Mount Gambier and Districts Health Service on South Australia’s Limestone Coast. The go-lives are the first in the state-wide rollout of SA Health’s Enterprise Chemotherapy Prescribing System (ECPS), which is being introduced to support the needs of both adults and children attending any of the 21 public hospital sites across metropolitan and country South Australia and who require chemotherapy treatment.
The Lyell McEwin Hospital (LMH) is a major tertiary hospital located in Adelaide, South Australia, that provides medical, surgical, diagnostic, emergency and support services to a population of more than 400,000 people living primarily in Adelaide’s north and north-eastern suburbs. The Mount Gambier Hospital is located 450 kilometres (280 mi) southeast of capital Adelaide and serves a population of nearly 30,000 people.
In 2021, Altera Digital Health (then known as Allscripts) won a competitive tender to deliver an electronic chemotherapy prescribing solution with SA Health.
iQemo is a stand-alone, cloud-based specialist chemotherapy prescribing solution exclusively available through Altera Digital Health in Australia and New Zealand. Designed to improve patient safety and accessible from virtually any device, iQemo simplifies the prescribing of complex treatments through its intuitive user interface, so users can spend more time with patients and less time writing prescriptions. It is a complete end-to-end solution that includes predefined regimens, prescribing, scheduling and dispensing, through to chemotherapy administration and reporting.
Altera Digital Health’s Todd Haebich, Executive Vice President, APAC, said that as a web-based solution, iQemo reduces risk in a clinical setting where even the smallest of human errors can have disastrous consequences.
“Clinicians at these two major hospitals are now realising the benefits of a tried and proven solution that greatly improves workflow efficiency and, most importantly, patient safety,” explained Mr. Haebich.
“These are the first two installations of iQemo in Australia and it is a significant milestone in the delivery of Oncology services in particular,” added Mr. Haebich. “iQemo is integrated with their existing EMR and it equates to an even better standard of patient care, and we look forward to introducing other sites across South Australia to this very capable technology.”
iQemo, will now be rolled out to the other SA Health hospitals and facilities that deliver cancer treatment services across South Australia.
The rollout of iQemo will now focus on regional hospitals and health centres across SA, with major sites such as the Royal Adelaide and Flinders hospitals scheduled for the first quarter of 2024. All major centres are expected to be using iQemo around the second quarter of 2024.
